PC fans not spinning.

One of my cpu fans, and my rear case fan isn't spinning. I see them try to spin but they don't spin. Ive already rewired the fans, but nothing seems to be working. Help

I think they receive full voltage when you first power up (unless you've put a resistor or fan controller in there), so if they aren't spinning then, they are not going to. Depending on your which MB you have, you may be able to adjust the fans curves in the BIOS/UEFI.
Well, the Phantecs fan has a 5 year warranty and the Cooler Master a 2 year warranty in the USA. You'll probably have to pay postage for both unless the Phantecs is less than 1 year old. By the way, are the fans getting full power? If they are undervolted they may just need more power to start spinning. Do they spin when you first power on the computer?
