Question PC Fans running at high speed after fresh windows install

Yesterday I had to do a fresh windows install as I was having some issues launching some games. Anyway ever since the fresh install my pc fans have been extremally loud. I've tried resetting bios settings in cause it was a fan profile/OC issue. I've tried manually adjusting speed using MSI and other software, the fans do not seem to be responding. Before the fresh install I had an issue where the fans would run at max speed during start up but would quite down significantly as soon as I log in to windows. Now the issue persists even after login. Any suggestions would be greatly appreciate. In case it matters here are some of my specs:
Ryzen 7 7700X
3060ti
MSI Pro B-650P
32 GB DDR5 RAM
 
What cpu cooler are you using?
What temperatures on cpu and gpu are you experiencing (at idle/load)?

Can you show a photo of your system with side panel removed?

Im using the Lian Li Galahad AIO360, im actually running quite hot while idle right now, not sure why (60 C). Ive never had overheating issues before.

Keep in mind I didnt move or touch anything in the build at all. I only did a fresh install. Before this everything was running fine for the last 5 months or so since i built this PC
 
I tried updating BIOS again. It seems its just the pump fan running fast and its not responding to controls. When I try to change the other fans I can see the RPM change but the PUMP fan is always at 3200 RPM

The high temps you're experiencing explain it all.

You need to get your temps down for the pump fan to stop running at full throttle.

I'd start with cleaning out the dust bunnies in there and see what happens. A good can of compressed air should do the trick.

after a restart im seeing idle temps around 40 C now, which is about where I expect them. I dont think its a dust/heat issue. I think its a BIOS / fan control issue. Yesterday right before I did a fresh install the fans were running normally. I didn't touch the PC or move it, and its pretty clean inside already as its not that old of a build

Keep a watch on the temps, and see if they go back up. Before you told us they were 60 degrees celsius, which totally explains why your fans are going full tilt boogie.
