PC fans running even after shutdown

Hello everyone i would like to share a certain problem that's been annoying me for the past months or so with my PC. I am sorry for the long post.

Specifications:
Windows 8.1 Pro 64-bit
Intel Core I5-4440 3.1 GHz Turbo 3.3 GHz
AMD Radeon R7 240 4 GB GDDR3 Sapphire
Two 2 x 4 GB GR1600D364L11 memory modules
Delux 400w PSU / +12V1 - 17A / +12V2 - 14A / +5V 15A / +3.3V 24A / +5VSB 2.5A /
Asrock H87M (bios was originaly version 1.40 but i flashed it to 2.40)
Kingston SV300 120GB - No smart errors
Western Digital 2 TB Green - WD20EZRX - No smart errors
And two fans - intake and exhaust

So sometimes when i try to turn off the machine the fans keep running.When pressing shutdown in Windows it says shutting down then the screen goes black and it hangs like that. I left the pc like that for an hour to see if it's not some sort of feature of the motherboard. The problem happens sometimes randomly and is starting to get really annoying for me. To fully shutdown i have to either press the on/off switch on the PSU or press the start button on the case for 1 second. This is unusual since for other users with the same kind of problem it takes 4-5 seconds but for me it shuts down instantly. Last week it happened twice in a row after i cleaned up my pc. To try and resolve this i have tried the following without success:

Uncheck fast startup under power options
Disable S states
Running Memtest86 no errors found (2 passes)
Stock UEFI setup
Update UEFI
Switch memory places
Drain power and remove CMOS battery
Update to latest drivers

So what do you guys think? I think it's either the motherboard or PSU but a solution would be nice from you all.
 
pull power from the wall make sure the power good led goes out then clear the cmos and then run the bios update from inside of windows 2x to make sure both bios are updated. if it not a bios issue it may be outdated anti virus that trying to scan or do somthing in the back ground and is holding the pc on.
 
Is there a chance that either in windows power options or in the bios it's set to 'hibernate' when shutting down or pressing the power button? In the bios, the power button can be configured to do any number of things from power off completely to enter sleep, enter hibernate, enter sleep (unless extended hold to full power off) etc. The power button is sort of 'programmable' as to how it functions in that sense. Typically if software is preventing windows from shutting down and causing it to hang a message will be displayed that it's waiting on application xyz (not responding), 'click here to end process'.
 
Thanks for the suggestion smorizio! I will try this method maybe tommorow and tell you if there is any difference.I have AVG 2015 always running in the background but it doesn't give any errors at all in event viewer or in general use. Also may i ask does it matter if i remove the CMOS battery from the motherboard or use ("shorten") the CMOS jumper on my motheboard? And is it risky flashing through Windows?

I don't have such an option under the settings of the bios. The problem is random but has happened even when no programms are preventing shutdown.
 
I haven't had any issues with avg 2015 at all, so I doubt it's the software. Yes, shorting the cmos jumper pins will work same as removing the battery. If flashing the bios, I think it's best to flash it directly (and hopefully during stable weather or during a time where you're less likely to experience a power outage. that would be bad during a bios flash).
 
So far so good it hasn't happened yet after about a week of daily usage so im assuming that it's fixed but you never know since this has happened randomly. I left the pc to completely drain any leftover power for a day then what i did was do a reset with the CMOS jumpers on the motherboard for half an hour after that I flashed the bios through instant flash.
 
Nvm it dit it again but this time it did it after i played a game for 2-3 hours and shut it off immidiently after that.

EDIT: I fixed the problem by reinstalling Windows if anyone is wondering how to fix this.
 


Hi, I am having this issue right now and am trying to avoid sending in my MoBo or reinstalling Windows at all costs. So I am trying your trials. What do you mean by "completely drain for a day?" Does that mean you unplugged the computer from the wall outlet for the day? And what is "reset with the CMOS jumpers?" And what is and how do you do an "instant flash"? Thanks for your help.
 


As I said my solution was to do a clean install of Windows 8.1 and the problem went away. By saying "completely drain for a day" I mean to shut the PC off and remove the power cord from the PSU. While in the process you could reset the CMOS jumpers OR remove the CMOS battery (Google these for more info). The process is the same as both have the same outcome to drain any leftover electricity from the motherboard (also this resets the BIOS). As for the term "instant flash" this is updating/downgrading my UEFI/BIOS from the actual UEFI/BIOS screen. Its a feature on my Asrock board. Other boards may have something simular to this or use a tool that flashes this firmware from Windows. Since reinstalling the OS this problem has went away and the PC shuts down 100 % of the time. So I would recommend you to update your BIOS to latest version and after that do a clean install or if you don't want to reinstall try sfc /scannow in command prompt with administrative rights and see the outcome. I hope my explanation will help you.
