Question PC freezes 30sec after booting up. Need Help Please

Problem started when my pc would restart the whole system off, then sometimes it does the blue screen. This happens in the span of like 3mins after booting up.
Now my PC freezes 30sec after booting up and all the fans are still working.
I have 4x8gb ram sticks and tried using 2 and switching/alternating them but still freezes.
I also changed my PSU and still freezes.
I managed to reset windows but freezes while doing the windows installation.
Any idea what the problem is or how to locate it?

GPU: Asus GTX 1060 6bg
4x8gb HyperX Fury Ram
500gb ssd and 1tb hdd

No it does not freeze on bios, I also tried a different ssd and it still freezes

I'm having the exact same issue myself. Also doesn't freeze in BIOS but does in Safe Mode. Haven't tried to reinstall Windows yet but seems from this persons case that might not go well.
Made a post recently with maybe some more information, at least for my case, but situation sounds the same.

take the gpu out and test with just the igpu?
brand and model of the psu?
