Question Pc freezes on startup

Hi, a few days ago I was playing Pubg and suddenly my pc crashed and there were vertical yellow lines on the screen. I couldn't reset the pc as nothing was happening when I pressed the button, so I had to hold down the power button to turn it off.
Then, when I tried to open my pc i couldn't get in to windows and my pc wouldn't start and there was only black screen. Same with before I can't reset so I have to hold the power button.
The interesting part is I can open the pc in safe mode and uninstall the graphics driver. When I do this the pc opens normally but as soon as I install the Graphics driver, the pc goes black screen again and I can't do anything. Do I need to change my gpu? Please help me

Cpu: Intel Core i5 9400f
Motherboard: Asus tuf h310m-plus gaming
Ram: 8gb 3000mhz
Psu: Xigmatek 500w
Gpu: Sapphire r7 265 dual-x

Try uninstalling your previous graphic drivers by using DDU as that may be the problem.
Did you have another card installed before?
