and still not display from both gpu.... im running out of money... could it be the memory ram is the culprit? does bad ram affect gpu to boot up?

Yeah, it can. I'm assuming you know how to test ram, if not, it's easy. Remove all your ram except one stick and start it up and task it a little bit. You can leave a stick in there but you'd need to number or mark it to identify which one you tested. Good Luck.
-I've worked on a computer where a worm (virus) reached the bios software and one in the registry that hosed Windows. But if you changed the board, you shouldn't see this unless it got transferred from cloning or folder recovery in the SSD or HHD. Never the less, here's how you run a deep scan with your anit-virus program.
-Start by running a virus scan with your closed folders open. Control Panel>File Explorer Options>View>check show hidden files and folders>uncheck Hide empty drives & Hide extensions for known file types.>click Apply and then OK. Close File Explorer and run a full Virus scan then a spyware scan and a malware scan. Then go back to File Explorer Options and close the hidden files, folders, and check Hide empty drives and Hide extensions for know file types.
The problem with virus/spyware/malware scans is they sometimes can't see root or worm infections unless Windows files and folders are open.
-Monitor has a weakening inverter can't produce high end gpu graphics. Switch the monitor with a known good one to test.
-Are the cables used to test the video card the same cables used to test the board video? For instance DVI to DVI, not VGA to VGA? While you're at it, try swapping your cables, too. Cabling does get damaged every now and then. I had some cables that were made for another psu and didn't have the same pin set up. That was a weird nightmare.
-If the problem persist, you may have to take to a computer shop and have them run a diagnostic test (stress test). To buy a diagnostic kit it'll cost $350.00 so it's much cheaper to have the shop check it out. Have them look at the monitor, too.
