Question PC freezing for a few seconds every few minutes

I've been having an issue recently where my pc freezes for a few seconds then frees up again but it does this every few minutes. This happens on my two main monitors, I have a tv connected as a third monitor but I don't always use it and have it on. The weird part is that when the TV is on the freezing issues are gone, it's only when the TV is off and im only using the monitors that I have the freezing issues.

I've tried different cables to the monitors, updating all drivers, scanning for viruses and a few other random things but nothing has stopped the freezing. The pc is running windows 10, a Ryzen 5 5600x, 16GBs of ram and a 4070ti.

Any help or possible solutions would be greatly appreciated, thanks!

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

What version of Nvidia's driver are you on?
CPU: AMD Ryzen 5 5600X
CPU Cooler: Thermaltake TH240 AIO
Motherboard: MSI b550m-vc pro
Ram: 16GB (8x2) Thermaltake DDR4 RGB ram (I think its 3600MHz, I can confirm this when I can get back to my pc tomorrow.)
SSD: 1TB MSI Spatium M370 NVME
GPU: MSI RTX 4070ti (Driver Version 560.81)
PSU: Thermaltake GF1 650W 80+ Gold (about 2 years old)
Case: Thermaltake AH T600
OS: Windows 10 Home
Monitors: Asus VG27AQ

For updating the drivers it was mainly just updating the graphics drivers, did it a second time after using display driver uninstaller as an extra step, other than that was just checking general drivers through windows, everything else was up to date.

I'd have to check bios version later as well.
