Question PC froze and now won't POST - - - Aorus Z390 Pro Wifi/ 9700K ?

So this morning i moved my tower to the side a bit, while being very careful with all the attached cables, in order to clean underneath it, and during this process Windows locked up.
I did a hard reset, and the BIOS wouldnt POST - fans and lights come on, then after ~10s it powers off and tries again, ad infinitum.

The VGA diagnostic light on the motherboard stays lit until it powers off.

I've been troubleshooting all day, have reset CMOS, and stripped the computer down to just MB CPU RAM (and tried with just each single stick as well and reseated both). I also reseated the CPU. No joy. I'm thinking the VGA light might be a red herring, as I swapped GPUs, then tried running on the iGPU, no difference.

Other than shifting my tower, the only other recent change is that last night Intel driver assistant updated the iGPU driver - not sure if that might be related . . . It does seem like the iGPU is borked, but I cant even get into the BIOS to disable it . . .

So now im trying to figure out if its my MB, CPU/iGPU, or the EVGA 850 G2 PSU (seems fine, powers on etc. but i guess a rail could have gone bad or something) . . .?

Any thoughts on next steps? Im extremely frustrated right now, I can't believe shifting my PC over by a foot to vacuum under it has ruined my day . . .
 
when searching for hardware advice;
always include your complete system specs with make & model of all components, their time in use, and any custom alterations.

many situations like yours the only option is to test each component one-at-a-time in a known working environment.

unless we can narrow down a more specific culprit through further experimentation;
your only options may be to find a similar system locally(friends, family members, co-workers, etc) where you can test your own hardware.
or contact a local repair shop and have them diagnose for you.
