Question PC gets power without pressing power button.

Configuration:-

PSU - Corsair CX650
Motherboard - Gigabyte x570 gaming X
RAM - G.Skill Trident Z Neo 3200 MHZ(8x2)
GPU - ASUS ROG Strix RTX 2080 Super
HDD - WD 7200RPM
SSD - WD Green 240GB

Problem - As soon as I switch on the PSU from behind the PC, the PC goes absolutely berserk with all fans spinning at full speed and the RGB on the exhaust fan behind the case goes haywire too. The only thing that doesn't light up is the RAM RGB lights. No display, no bios. The weird part is, if I press the power button on the case as this is going on, the lights on the exhaust fan go back to normal, fan speeds go back to normal and the RAM lights up too like it would usually in a normal startup. But even after I press the power button, the PC is not posting.

Things I've tried to fix this so far -
1.) Tried single stick RAM in different slots.
2.) Changed the PSU cable.
3.) Reseated CPU.
4.) Tightened all cables.
5.) tried with different PSU

EDIT: I just checked your psu wattage requirements on newegg and it comes around 650-699W which is higher than your current PSU. So, first you borrow a 750W or higher 80+ rated PSU and check if that solves your issue. If not then perform below steps.


Skip the CPU pin check for now and perform others. Also check if the bios chip is properly fitted into the motherboard. It looks like motherboard or power spiking issue. Send the motherboard for warranty if all bench tests pass.
