Question PC goes to power saving mode (AMD RX 570)

After installing the RX 570 in my PC and installing the drivers, everything worked fine. However, when I start playing any game, a message appears on the screen saying "Power saving mode." The graphics card and monitor are connected with a VGA cable (I'm using a DisplayPort to VGA adapter because the monitor only has a VGA input).
I've tried installing older drivers, changing the slots for the graphics card, and testing it on another monitor that also uses VGA, but the issue persists.

Well, that's absolutely frightening. It's a junk group-regulated power supply that should never be used with any GPU that requires supplementary power.
