Question PC homebar is slow

so recently when i turn on my pc and attempt to open something, it shows the loading icon on my cursor when i hover over the taskbar, im using windows 10 pro, is this an issue or is this regular for my pc specs?
 
Update your post to include full system hardware specs.

Include PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?

Disk drive(s): Make, model, capacity, how full?

Does the pc otherwise work/perform normally once booted?

Look in Task Manager > Startup. How many apps and utilities are being launched at startup? Any unexpected or unknown apps or utilities?

Look in Reliability History: Any errors, warnings, or even informational events being captured just before or during boot time?
 
PSU: EVGA 750W P2, almost new, i bought it maybe about 2 months ago, added it to the build becuase i didnt think the EVGA 600W GD unit would be enough for a bigger card.

SSD: western digital, WD Green 1tb, 540GB used.

Pc works normal and fast after this hump on startup

Nothing except required things in startup

nothing in reliability history.
 
Update: found the problem lies within windows explorer, occasionally happens now with startup and always after restarting shell infrastructure host.
shell infrastructure uses 7-13% cpu idly so i quit task, windows explorer restarts and problem begins, solves itself after 10-20 minutes

WD Green 1tb: 460GB Used.
Samsung 980 1tb: 470GB Used.
