Question PC in need of troubleshooting

About 2 weeks ago, i built a new pc. I unfortunately didnt do an out-of-case test, so when everything was done and plugged, the ez debut led showed a cpu issue. the led was red and solid. the motherboard seems (???) to be ok because all the case led's and fans work and i can charge my phone using usb c. im a beginner with pc building but i have done a few things to test it. i have cleared cmos, i tried updating the bios using flash bios button but even after 2 hours it didnt complete so i shut it off (the bios flash led kept blinking the entire time). i tried replacing the cpu power supply cable but with no success (it had some rounded sockets where there were supposed to be square, fits anyway). i havent properly tested the RAM yet, i only used one of my new modules in each slot, didnt work. I checked my cpu for bent pins and theyre all straight. the cooler had adequate mounting pressure i believe. i have no spare components as there is an ancient psu that only support on board graphics in my old pc (and i dont wanna overpower it, its a fire hazard) so i couldnt test the cpu in a working motherboard. Also, my new motherboard doesnt support my old cpu to test that. What else can i check? ive already sent back my cpu in case im one of the lucky few with a doa cpu and can send back my motherboard incase it is that (i kinda doubt it but what do i know)

new components :
cpu : amd ryzen 5 5600x
motherboard : msi mag b550 tomahawk max wifi
ram : corsair vengeance 2x8gb ddr4 3200
ssd : crucial p3 plus pcie 4.0 m.2
graphics card : xfx radeon rx 6650xt 8gb vram
psu : msi mag a650gl 650W 80+ gold

some old components (incase i can test anything) :
cpu : amd ryzen 3 3200g
motherboard : msi pro a320m a
ram : unknown 2x8gb ddr4 3200
psu : unknown generic psu 80+ bronze, probably around 500W with no pcie cable but a floppy disc cable (wtf???)

please let me know if i can do anything, i dont currently have the new cpu as i sent it back.
 
The other way you can approach this is install the 3200g into the b550 board, if it boots and works you then know if the board is working. Then you could update the bios with the older cpu installed, or using the method shown above. But it does appear the method above is the recommended method.

the box on my motherboard says it doesnt support the 3200g specifically, they are both am4 but are you sure it would work?
