pc is repeating letters (same issue with different keyboards)

my keyboard started repeating letters, like for example, i'd press the letter (k) one time and get (kkkk), i'd try to type "hello" but get (hheellloo)..

i've tried the keyboard on a different computer and it works perfectly fine, this is definitely a problem with the pc itself,
i've tried the repeat delay and repeat rate options, it doesn't seem to do anything, same problem!!
i've reinstalled windows 7 twice, i've updated the bios twice... and nothing, still the same problem!!

this issue also happens in safe mode, and even in the bios interface (for example i'd press the up or down arrow keys to toggle between different options but it'd jump 2 or 3 options with 1 key press...

i've tried a different keyboard (perfectly working one) and same problem.. but something very interesting happened when i first tried it, it was very slow and had the exact opposite of the issue.. i had to push hard and hold on the key to get 1 letter....!!! but now after trying different things like updating bios, taking out the motherboard battery, updating the drivers for the keyboard and USB and so on.. now it's the same problem on both keyboards (letters repeating like crazy, even on the keyboard that was very slow)... maybe i should mention that the issue seemed to have been solved when i updated the bios for the first time but it returned when i tried the other keyboard and restarted the pc...

i'm losing my mind over this issue, it's very complicated and i apologize if i'm not explaining it well enough, but i'd appreciate any help with thin, and thank you in advance

USB problems like that could be related to the a faulty motherboard or PSU.
Open Control Panel.
Click on Keyboard and select the Speed tab.
Under Character repeat, move the Repeat delay slider to the left (or right) to change the repeat rate when holding down a key.
There is a space where you can test it before clicking Apply
before the keyboard character repeats, and then click OK.

If that does not work then go to device manager, remove all keyboards listed then reboot.
 
i've already tried that, many times actually.. and i've even reinstalled the windows and updated bios twice.. like i mentioned, nothing happens.. could this be some sort of hardware failure ?
 


How are you connecting the keyboards to the PC (wired USB, wireless, bluetooth,etc)?
Does that happen on all ports?


 
i've reset the bios,.. same problem, nothing changed, i don't have any other issues with the PC (not that i know of) and no issues with the USB ports except that sometimes some ports would not recognize the keyboard, error: (USB Devise Not Recognized) other times they just work fine with keyboard.. other than that all ports just work fine with the mouse, i've tried it with all of them...

I have see your issue but it was accompany by other problems like USB flash drive automatically disconnecting or keyboard lights going off or PC freezing for a split second.
We sometimes overlook a PSU, but it is one of the most important components in a PC, since it has to convert AC to DC and then deliver a diverse range of power to each component.
It is very important to get a quality power supply. A cheap PSU could malfunction or even damage PC components.
