Question PC fans just spin for a second then stop ?

Pc with new parts just spins for a second then stops. I have no idea what the issue is, i just bought a b650 E and a ryzen 5 7600x and everytimr i try to boot it doesnt start just fans spin for a second then stops, when i use my old parts B550f ryzen 7 2700x it works just fine, ive been using 4060 ti eith both and i cant seem to understand the issue. the only thing i thought was my piwer supply is too old, i have a BFG 650w which is super old, unless the cpu or mobo is faulty i dont know how to fix

When you changed to b650 E and a Ryzen 5 7600x, that's practically new PC, are you sure you plugged in all power points ? your old PSU may not have all required connectors. You also had to get DDR5 RAM too. Which one ?
Ryzen 5 7600x has built in IGPU so you can try without 4060, just plug monitor in the MB port.

i also have ddr5 yes corsair vengance, im wure i plugg e in at all the power points too
