Question PC keeps rebooting

My PC will launch bios perfectly fine, but the moment it tries to load into windows my keyboard turns off then the computer reboots and tries again over and over, I tried trouble shooting and replacing the SSD as well as a fresh install of the windows os, however it will crash whenever I try to boot my USB with the windows install on it. In the bios everything is coming up as being read properly ram cpu ect as I'm running a 2600 and a Rx 580 does anyone know how to fix this?

Test with one stick of ram in the proper slot.....see the manual.
