Question PC keeps restarting

So, last night i wanted to play some league and it said i need to enable secute boot

I did that and i also set something from coustumized to standard i cant really remember what but it was something recarding keys

After that the PC kept turning on and after 2 seconds turned off and again on by itself and kept doing that

I removed the bios battery I short the CMOS pins and nothing changed kept restaring after powering it up i tried taking out the gpu after seeing this somewhere online but with no luck. I also got out the bios battery and leave it out over night

The leds on the mother board goes in sequence of lighting cpu dram vga (not sure if thats the order) then when the boot led comes on it shuts down and then restarts

Any other idea how to fix this ? Keep in mind the monitor doesnt even turn on

CPU: i5-7600K
GPU: Gigabyte 1070 8GB
Memory: HyperX 16GB
OS: Windows 11

So if there is anyone having the same exact issue

I managed to fix the issue whilst the PC was powering up i put a multimeter on the CMOS pins with a continuity setting now the PC is working !
