Question Pc keeps turn off after getting new motherboard

So i bought a new motherboard for intel , i put the cpu and cooler fan , ( thermale paste is gone on the cpu , a little bit of thermale paste on it ) , the cooler fan didnt stick completely on the cpu , i turned it on , everything is fine , perparing windows repair after that it keeps shutting down , is it the cpu , thermale paste or cooler fan? Or hdd ?

Gtx 1050 ti oc
Ram 4 gb
Cpu xeon 3460

I put thermale paste again, but the cooler fan doesnt fit correcly, maybe the 4 sticks under the cooler fan broke a little bit , i tried to change the ram slot etc still turn off by itself ,

Ok everything works now , except the temp of is 96 -98 now , maybe the cpu fan doesnt stick correctly? Its not very close on the cpu
