PC making strange sounds

My pc has been making weird sounds ever since i cleaned it. There is this one constant scratchy sound and this other periodic quick brushing sound. It seems to be coming from maybe the PSU or my CPU cooler (Kraken x62) and I don't know if this is normal or an issue with my rig.

If you cleaned it, and it wasn't there before and it is now. I would say you caused it.
Also you should easily be able to tell if its from the CPU or PSU by using your ears next to the device when making a noise. But in case you can't, one of my fav techniques is to use a long screwdriver, put it against your ear (the handle) and touch the end on the item you think is making the noise. It will be obvious which one it is then.

could not perfectly tightened screw cause a sound like that?

I cleaned but it has not completely gone, thinking it just dust stuck in the PSU. Something that might not even be related to this, but do you think not having enough thermal paste could cause my pc to get hot then make these sounds?
