Question PC not booting - but receives SOME power (tested with 2 PSUs)

Hey!

For some reason, the PC receives some power, but completely fails to boot and no lights are showing on the motherboard as it should when booting.

It is as though it receives or pulls some power, but not enough. To be sure it was not the PSU or GPU, I removed the GPU and tested it with 2 different PSUs. Still, the issue persists.

Any thoughts on what this could be?

Motherboard: AsRock FM2A75 PRO4 Motherboard (Socket FM2, AMD A75 FCH, DDR3, S-ATA 600, ATX, PCI Express 2.0, 7.1 Channel HD Audio, Supports THX TruStudio)
Ram: HyperX FURY Series 8 GB DDR3 1600 MHz CL10 DIMM Memory Module - Blue
SSD/HDD: SanDisk SSD PLUS 120 GB up to 530 MB/s Sata III 2.5 inch Internal SSD
GPU: Irrelevant, unplugged.
PSU: Cooler Master G650M PSU 'Semi-Modular, 80 Plus Bronze, 650W' RS650-AMAAB1-UK
Chassis: N/A

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. List them like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

We can work our way up from there. You also forgot to mention what the 2 PSU's you'd use d for troubleshooting are/were.
