PC not starting up

So i was try to start my pc in the morning and nothing was happening when i was pressing the pw button. Ive cleared the cmos, removed graphics card, removed/reseat ram but nothing worked. Ive disconnected the psu from the mainboard and bridge it and it powers on but when i put every cables back in the mb it does not start. Is the issue with the mb itself or cpu? There was huge lightning strikes earlier this morning but my computer was not even plugged in the outlet because i disconnect everything from the outlet when im done using it.

16gb ram corsair vengeance 4x4
Msi b85-g43 gaming
R9 380x
Antec neo eco 520W

If the PSU is able to power up with the paper clip test but doesn't power up the entire system then you will need to get a donor PSU and see if the system powers up when breadboarded+you're going to need more juice.

Ive 2 psu, but the other one only has 4pins for the cpu. Can i still use it?
