Question PC not using all ram slots

mobo : Asus X-99 Pro MANUAL
bios : 4101 (the latest available)
cpu: i7 5930k
ram: 8 modules of Crucial DDR4 2133 8gb (64gb)

i had 32gb installed and i got an extra 32 from a friend that had the exact same model of ram.
My pc sees only 48GB and slots A1 and A2 are not available in task manager or BIOS. A1 was working before i added the new ram. CPUZ sees all 64gb.
These modules do not have xmp profile as it is not listed in the SPD section of cpuz.

i run a Windows memory diagnostic test after i installed the modules and everything was fine - no errors

How can i fix this? i read in other similar posts that you have to change the voltage of the ram but i don't know where to do that. The bios DRAM voltage settings do not have a slider or something to increase or decrease.
Would increasing the voltage help anyway?

psu was originally new, bought back in 2015
corsair ax760 model 75-001304
i haven't swapped any cables and also haven't tried other psu because i would have to buy one

Here are some more pc parts in case it matters
gpu is gtx 970
my cpu is watercooled
and i have 3 HDDs , 2tb,2tb,4tb
one ssd 256gb
one m2 ssd 1tb for OS and sim caches
 
I contacted Asus for help but they were a bit slow in their suggestions.
So i took out A1 and A2 RAM modules restarted the pc, entered BIOS - 48gb were recognized which was expected.
Then I re-inserted the A1 A2 modules and restarted.
Magic! For some reason all modules are recognized now and i have max RAM capacity 64GB.

I don't know why they were not recognized in the first place...i had installed them correctly making sure each RAM module clicks when inserted.
I hope it stays this way and i dont wake up one day with 48gb for no reason again.
