Question PC performance DRASTICALLY dropped. HELP

Hey guys, I'm running into quite a big problem at the moment. Out of nowhere my PC's performance has just disintegrated. I used to clock over 500fps on CSGO/CS2 but suddenly im struggling to even reach 100fps. I just ran 3dMark and i got a score of 1750. I have a custom water-cooled PC. I've tried everything. Fresh windows install, uninstalled and re-installed all the drivers. Switched PCIE slots on the motherboard, Fiddled around with the rams(just checking the pins were all good), I even disassembled my GPU's water block, reapplied the thermal paste and thermal pads. Checked all the power supply cables made sure everything was connected properly. Still nothing. I'm completely baffled. Any advice will be appreciated thanks. I'll upload pictures off the benchmark and photos of the PC as well.

Motherboard - ASUS ROG Crosshair VIII Formula (D.O.C.P profile)
CPU - AMD Ryzen 7 3700X 8-Core Processor 3.60 GHz
RAM - 32GB Corsair 4x8gb
GPU - ASUS ROG Strix 2080ti
Storage Corsair MP600 NVme.2 2tb + 1tb
PSU - Corsair HX850i

Average for my build is around the 3508 score yet here are my test;

First test 1752
Second Test 1887

According to the 3DMark website, My PC is the bottom 1% off results

Between the time it was working fine and the time the problem began, WHAT did you change? Did you install ANY new hardware? Did you install ANY new drivers or Windows updates?

How old is that HX850i, as in, how long has it been in service?

Is your motherboard BIOS up to date?

Have you tried doing a CLEAN install of the graphics card drivers using the DDU?

After doing the clean install of Windows, did you then go to the motherboard product page, download the latest chipset, network/bluetooth adapters and audio controller drivers, and install them, or are you riding on the native Windows drivers for your motherboard's onboard components?

Have you taken a look at your CPU, motherboard and graphics card thermals while gaming to determine if perhaps there is a thermal issue, because this kind of out of the blue reduction in performance is VERY OFTEN due to a recently developed thermal issue in one component or another.

Nothing it's been the same build since 2018

How old is that HX850i, as in, how long has it been in service?
It was installed at the same time when i put together the system so in 2018 (6 Years now)

Have you tried doing a CLEAN install of the graphics card drivers using the DDU?
I will give that a try now

Yep, i updated it first to the latest version before doing the fresh install of windows

Yep I've installed all the drivers on the motherboard website and same as the GPU

I've checked the thermals for both CPU and GPU units. They look fine when i ran 3DMark CPU hit i think 58 degrees max and GPU hit around 65 degrees max. So i don't think that it would be thermal throttling.

WHICH thermal sensor on the graphics card hit 65? Are you checking ALL of the graphics card thermal sensors, because there are other potential problem areas on the graphics card aside from just the "GPU" temperature. Memory, VRM, hot spot, etc. What are you using to monitor these thermals? If you are not using HWinfo, I would download and install it, run it, choose the "Sensors only" option and check ALL of the various thermal sensors again, not while running 3DMark, but while running whatever game or games you are seeing this behavior in as it's at least possible that one or more games may use instructions not utilized in 3DMark. It's unlikely, but synthetics don't always offer the same results as real world testing so it's always worth it to try both. If this is only happening in ONE game, it might even be something related to that game and not a problem with your hardware or OS at all.

It's also the same for dota 2, for some reason that game is unplayable. League of Legends i am getting around 240frames where i know for a fact that with this setup it should be going a lot higher then that. I'm just running DDU atm. I'm not sure which thermal sensor, Ill download HWinfo now and test after this. Thanks for the quick replies as well bro, i appreciate it.

Really beginning to sound like maybe it's simply a problem with your graphics card, since the problem exists across the board even in synthetic benchmarks, and since there are apparently no thermal issues.

Might be a really good idea to test the PSU though if you have access to a volt or multimeter. Weak or dying PSU, and it can happen even to the best of models especially when they are more than five years old and have been ridden fairly hard even more so, can mimic basically ANY issue you could ever see on a PC including any hardware component failure.

I guess it could be it. I tried the DDU install, that didn't work. I just downloaded HWinfo and played a bit of CS2 but everything seems fine with the temps, yet I'm only hitting 90FPS I guess it could be the graphics card. I hope its the PSU though.

The strangest thing is that I haven't used the PC for over 2 years due to working flying in and flying out so i had it stored in my storage unit. I glad wrapped the case and put it in its original PC cardboard box. It was working fine before i stored it. So i guess the parts might of degraded over time? maybe sitting there for over 2 years? I'm not quite sure. Ill test the PSU and then try the graphics card out on my brothers PC to see if that's the case.

Hey man, So i checked out the gpu voltage, I enabled voltage over clock on msi afterburner and i think its not the voltage thats shorted out. I just jumped on CS2 to check and the volts are now changing.
