3 out of 4 slots used for RAM is right off the bat a problem I can see.
Also, what cooler are you using for your CPU, because one of the first things I can think of that could cause your CPU to be that subpar is if you're thermal throttling.

Is using 3/4 slots a bad thing? Not sure about the cooler as I purchased the PC used.
3/4 is a bad idea because you are only running single channel speeds, you should have 2 sticks, one in slot 2 and one is slot 4.
Additionally, your processor is overheating. It only averaged a speed of .8GHz over the test, instead of 3.2GHz stock.

I took out on of the sticks of ram, put the 2 sticks in the 2 and 4 spots on the mobo, and come to find out the CPU fan fell out of place, so I locked that back into place and my temps are down and my CPU is working at full speed! Thank You!
