Question PC power on issue

My pc has an issue when powering on. It goes on for about 1 second before turning itself off for about 1 second again then turning back on again by itself. This has never happened before. After turning itself back on it proceeding to operate normally with no other issues so far.

My PC specifications:
Core i5-10400F
Antec VP500 80+ High Performance Power Supply
Antec A400 CPU Cooler
ASUS Rog Strix Z490-H Gaming Intel ATX Motherboard
Corsair Vengeance Pro RGB 3600MHz 32GB
GeForce GTX 1650 4GB GDDR5 Card
256GB NVME M.2 PCIe Internal Solid State Drive
1TB NVME M.2 PCIe Internal Solid State Drive
 
Disconnect RAM and all peripherals except for monitor (unplug hard drive cables, remove m.2). See if it boots to BIOS. If it does, then plug in the mouse and keyboard. If it still boots, add RAM (only one stick if you have more than one). If RAM fails, and you have more sticks, plug in a different stick. If you did not get that far, then you might need to find a different GPU to test (something low power that you know to work would be useful).

I don't know what the cause was but after removing every component and then putting it back the issue is gone however now my ram is making a buzzing round and its subtle. my ram itself isn't having any issues because I did a ram test and no problems were found, and I did a test with each stick in each individual slot and the sound still occurs is this normal?
 
I've not heard of RAM making noise. Most of the time noise is related to inductors in a switching mode power supply (drawing more current implies heavier load on inductors, and inductors can vibrate due to magnetism). RAM sticks no doubt have power related content, but not inductors. Perhaps it is noise from an inductor very close to the RAM? If it is the actual RAM I wonder if something has partially separated from the board. Even so, I don't think I'd replace the RAM, but if something went wrong again, then the first thing I'd do is check the RAM via removing and using one stick at a time.

I removed the RAM then switched on the motherboard then no sound was being made from the ram slots. So i put one stick of ram in and the sound was being made from the motherboard ram slot. i tried putting the ram in each individual slot and tried using the other ram sticks and the same sound was being made. After resolving the power issue now my ram slots on my motherboard are making a buzzing noise.
