Question PC Powers up but no display. Power button turns on but not off. Reset hasn't worked either.

I just moved from the US to Ireland. My PSU (RM750X) just needed a new wire. Computer has been working great for months.

When I plugged it in, the PC had power but wouldn't boot. The first time it turned on, the orange DRAM light came on. I checked everything was plugged in and didn't come loose during the flight over but everything seemed fine. When I turned it on again, no warning motherboards lights came on but the computer still won't boot. I also noticed that 2 of the 4 fans will try to start and then stop.

I tried moving the graphics card (GEFORCE 2060s) into the motherboards lower slot (ROG STRIX B550-F Gaming) just in case turbulence damaged the top slot or something but nothing has changed.

I can turn the PC on with the top button but no amount of time holding it down will shut the PC off so I've been using the PSU switch.

Any ideas?
 
Update: I think it might be the motherboard? I tried turning it on again and saw smoke and immediately unplugged everything. The smoke came from somewhere near the top. Took off the cooler and thermal paste seemed fine so I think it was a component on the motherboard itself. Is a damaged motherboard the cause of my problems or is there something wrong with my PSU?
 
Ireland operates on a 230V supply voltage and 50Hz.

Did you use a

Hopefully you just cooked your Power supply AKA the smoke and it stopped there. Smell real good the power supply. Don't open it just smell threw the vents. There are two thing in this world that have a cooked smell. Electronics when the magic smoke get released and burnt hair.
