PC probably slow due to overheating?

So my Asrock motherboard fried out and I got it replaced with similar mobo from random chinese OEM. After fresh windows install now all my apps and games(mostly pre 2010) are laggy and slow but they weren't before. Also my cpu, a q6600 revision G0, heats up. It idles at 53C-55C and goes up to above 60C at loads(even browsing chrome). The aftermarket cpu cooler is new but not a fancy gaming cooler but is fitted tightly enough.

My Specs:
Intel core 2 quad q6600 with coolermaster master gel compound
4gb ddr2 ram 667mhz(dual channel)
1tb hdd
ATi 4650 gpu
chinese oem mobo FMB-G31
Windows 8.1 pro x64

I do not want to install a new cooler again as I have saved up for a 1500$ pc in coming months and do not want to eat into that money. All help is welcome!
NOTE:- I use it with Case side panel off

Oh boy, the temps do look very bad especially at idle...The first thing I would do if you have not is just re-install the CPU cooler with some new TIM...Just to make sure that is not the issue...even though it may look like it is on right, if the thermal material is not on properly then that can cause an issue...Secondly have you checked what the voltage is on the vcore? Use Hardware Monitor to check vcore voltage to see if that is not absurdly high due to the Chinese no name motherboard..

The CPU Vcore voltage fluctuates between 1.188V to 1.200V which should be about right I guess?

Yep that is about within spec....will see if I can find anything else out..

Sorry for the late reply but I think the motherboard might be the problem because on my previous Asrock board the cpu temps in past few months were similar probably due to change of location (it is a bit warmer here), but my PC ran fine without any problems or lag and it all started when I switched to this board. I had no option as the local seller had only this brand of g31 mobo.
