Question PC randomly refuses to boot ?

I was away from home for a few days and when i came back to turn on my pc, it refuses to boot up. The fan lights kick on, everything spins, my keyboard lights up, but my mouse doesn't and both of my screens get no signal.
Oddly enough, the keyboard lights stay on even after turning the pc off, is this a PSU issue? or a Mobo issue? or am i missing something entirely? any help is appreciated

Current specs:

Mobo: Asus Prime B550M-A WiFi
CPU: Ryzen 7 3800X
RAM: Corsair Vengeance LPX 3600MHz C18 2x 8GB
GPU: Nvidia RTX 3070 FE
PSU: EVGA 700 GD

Try taking the cmos battery out for a few minutes, then try to boot up. Anything?

I seemed to have semi-fixed the issue by taking the gpu out and reseating it, it's still rather finicky on when it starts and when it doesn't tho. I'll give the battery a shot regardless ˊᵕˋ
