Question PC required GPU to be re-seated in order to boot ?

Hi,
I’ve been having a really strange problem with my PC. Occasionally, it just dies and won’t turn on until I reseat the graphics card. I knew it was a GPU issue as the debug lights on my motherboard would reach VGA when I pressed the power button but would then die.

I suspected it may have been a problem with my DisplayPort cable as I had read about the pin 20 problem. After unplugging my monitor that was using DisplayPort and keeping it in my monitor that used HDMI, the PC was able to boot fine and was able to run normally for a while.

A few days later the same problem occurred, except I did not have the DisplayPort cable plugged in at all during this time. I also found that plugging in or unplugging a USB into my Motherboard’s IO would occasionally cause the problem to occur.

My components include;

GPU: EVGA RTX 3080 XC3 Black
Cpu: i5 9600k
Motherboard: Gigabyte Z390
Gaming X
PSU: Corsair RM1000i
SSD: WD Blue 1TB M.2
HDD: Wd Blue 2TB
Cpu Cooler: Hyper 212 Evo
RAM: 32GB TForce 3600
I have checked for viruses multiple times just in case and I was clean.
Any help would be appreciated :)

What OS are you working with? If it's Windows 10, please mention the version(not edition) of the OS. As for your motherboard, what BIOS version are you on? Which slots are the rams populating on the board? As for the reseating part, next time you need to power the system on, without reseating, disconnect from the wall and display and press and hold down the powe button for 30 seconds, reconnect to the wall and display and see if that helps revive the system.

If the latter works for you, you have a grounding issue.

Are you using sleeved extensions?

If the latter works for you, you have a grounding issue.

Thanks for the reply! I am running windows 10 Version 10.0.19043 Build 19043. My bios version is labeled as "F8" and its ID is "8A1FAG0O". My ram is in slots A2 and B2. I am not using sleeved extensions as I'm just using the basic cables that came with the PSU. Next time the issue occurs I will try your recommendation.

Just an update, the issue occurred recently again. After trying your recommendation of disconnecting from the wall and the display and holding the power button for 30 seconds, the system booted first try. As such, a grounding issue is probably the cause. Do you know how I should attempt to fix this?
Also, I have found that the issue doesn't seem to occur (at least as much) when the back (full metal) side panel is on.
