Question Pc Restarts after Installing windows

I recently bought the parts to built a pc
I7-9700 k
Gtx 2070 super xc ultra
Corsair 750w
16 gb 3000
Ssd 500 gb
Corsair water cooling

Ok so first i installed windows 8.1 and then i upgraded to 10, after a couple of minites the pc restarted randomly after that was instantanious every time it booted back up, i changed psu gpu and mobo and tried everything from bios update to changing settings in windows, so i tried safe mode and the problem was solved, when back to normal boot keep restarting, so i went back to 8.1 and everything was working fine until i tried to play csgo i would crash randomly same with tarkov but lol and dota would run fine, so i risk it and upgrade to win 10 again and everything was working like in 8.1 but i uldated windows and everything started again, checked ram and cpu. Im going crazy this is my 3rd build and i dont even know what to do anymore? Please help

Try a clean Windows 10 installation instead of upgrading from 8.1

Try a clean Windows 10 installation instead of upgrading from 8.1

I already did, so i used ddu to removed the graphic drivers and when i boot back to normal everything works fine until i installed the latest drivers it restarts when finished installing it
Im trying an older driver version
