So my pc shocked me when I touched it near the gpu bracket, will my pc be ok? Will my pc lose performance? How to prevent this from happening again?

Solution
Make sure it is off and unplugged when working on it (and wait 15 seconds or so after unplugging before touching anything!). Static should be discharged by touching ground somewhere - I use the center screw in an outlet, personally.
As for your computer, it's probably fine, but you should ABSOLUTELY avoid doing that in the future. Good news is, if it starts up and works, you'll probably be fine going forward.
