PC shows an infinite loading screen

Hello! I was wondering what was wrong with my computer. When I go to turn it on, it loads up a blue screen with a circle loading bar that spins infinitely. Any Tips?

One would think it obvious that atleast stating what your OS is is merited, no?

Pretty obvious Windows OS.

When you turn it ON start hitting F5 or F8 to get to a boot menu and in here choose Safe Mode with Networking. If that works, then you have a driver issue preventing full boot. Uninstall the last driver you updated or patched... if any, in safe mode. You may need to use msconfig to disable certain startup services or processes.
