when i was installing windows 7, my pc randomly shut off
now, whenever i turn it on, it gives me the error message that it shut off during installation and tells me to hit okay to restart and resume, but when i hit okay, it restarts and gives me the exact same message
don't tell me to check if everything's plugged in, because it is
nothing's happened to any of the parts
they're all brand new, and they were fully functional just a little while ago

Did you make any modification to the BIOS? If so just reset it to default settings.

My little finger tells me it could be a RAM issue. Just try to reseat all of them. If the problem persists, I would try with only 1 stick at a time. Then if it doesn't get better, keep trying with 1 stick but on a different slot instead. Try with different stick \ slot combination.

now the monitor, mouse, and keyboard won't even turn on

Unplug the power chord (and other external cables too). Press the power button for 1 second or 2, just to make sure you empty the capacitors and there's no power left in the PC. Reset the CMOS battery.

Then try to boot with only minimal components: Try with only 1 stick of RAM, no HDD (boot on a USB stick with a OS on it like BART-PE), remove the GPU (try with integrated), remove unnecessary peripherals, etc...

i don't have the capability to do most of those things, but i think my friends may have found the solution
i'm going to take my hard drive to a friend and see if he can format it
since the pc shut off during installation of windows 7, i think that's what's making it screw up
if that doesn't work, then i'll definitely try those

Before it randomly crashed, was the hard drive performing slow? Was it doing some clicking noise or something? Random crash during installation are usually caused by RAM, but it could also be, CPU, motherboard, or bad PSU.

The hard drive wouldn't be the first suspect on my list, unless it has poor performance / weird noise. As I said, I would try to see if the system is stable without the hard drive (temporary OS on a USB stick and see if you can work with it for a few hours without crashing).

If you can't do the troubleshooting yourself, you might have to ask for a friend's assistance or bring the PC to a shop.

it wasn't really performing at all before the crash
it was/is a brand new pc, i just built it
and i don't have the capability to have an os on a flash drive

Even if it's brand new, parts can be defective. And it should be performing a lot during installation as many files are written to the HDD during installation.
