Question PC shuts off mid-gameplay, won't turn back on again

My PC has just randomly shut itself down and now it won't boot again. Here's a video.

It just does that on a loop. You can kinda hear the fan spin for a second and it just stops.

To clarify I did have some electrical issues, I had no power at all for some 15 minutes, around 2 hours before this happened, and some other electrical appliances were not working properly. I turned it on, used it for some 5 minutes before it turned off. Could it be that the power supply is not receiving enough power to start up?

Some details: it has an i5 2500 with 8GBs of RAM, 120GB SSD, 500GB HDD and a GTX 1050ti. I bought it as a prebuilt, so I assume it has a generic power supply.

Let's start by replacing that with a quality unit. Let us know your budget.

It appears that the problem is fixed, at least for now, since it booted up.
However, I will be looking to replace the PSU soon, and I did find an EVGA 600W Bronze for some 60 bucks online, I'd say that's a good deal considering what the alternatives are.
