PC shutting down with new 980ti

Since installing my new GPU I've been having some issues with the computer shutting itself down while gaming but doesn't shutdown when using benchmarks. I suspect the PSU is the cause but I'm not entirely sure. The PSU is 6yrs old.

Intel i7 3770k
Intel DZ77GA-70k
Gigabyte 980ti G1
Corsair HX850W
Corsair Vengeance 4GB x 2

When playing Insurgency the card consumes ~110W and doesn't shutdown but the game feels sluggish. While playing ARMA3 it consumes ~225W at the main screen and shuts down with a temperature of ~70'C. I took the PSU to a local place to test the volts on the two express rails and both came out slightly over 12v, purchased two new rails to test and still failed.

If anyone has any ideas I'd like to hear them, otherwise I'll order a new PSU tonight.

Furmark and 3DMark are both fine, they score around what any other 980ti would(120fps ~ Furmark, 12-13k~ 3DMark), so your card is fine.. Don't worry about running OCCT. It's your PSU, order a new one tonight.
Using Steams in-game counter the FPS dips down to 30 frames during smokey scenes/dusty. Also my ARMA3 main screen is under the ocean for some reason, probably wasn't the best example to use. I was able to play when I first installed the card but now I can not get past the multiplayer menu to get into the game.
 
Insurgency should get 80-140 FPS ~ on maxed settings 1080p. It's true that PSU's lose efficiency over time however HX series are rather reputable, and the fact that one day you could play fine and now the next you can't even get into a game leads me to believe its your card (and the fact you got new rails and had it tested) Are your graphics drivers up to date?
 
Quick question, if the delivery guy left the pack outside in minus -20 temp for 5-10hrs would that have caused damage to the card? Yea drivers are up to date and everything else checks out, I may purchase a new PSU as I only have one and no backup if it does fail anytime soon.
 
I can't remember exactly but I recall everything running fine, frames were above 60. Would there be any reason why the computer restarts with heavy games like ARMA but not a less demanding games like Insurgency?
 
I'm starting to think it's actually the PSU. Given your GPU is at 103%, it leads me to rule out the GPU being problematic. Whilst furmark is good, to my knowledge it's not as graphically demanding as other benchmarks and more of a break-in/run-in type benchmark (I should've asked what benchmark you used earlier, my mistake)

More graphically demanding games (Such as Arma3) cause the PSU to crash as it over heats and shuts off because it can't keep up with the load the card requires, where as low graphics games it's fine because the load isn't as high. Get a new PSU.
 
Although.. I'd still be skeptical about your card being in cold weather that long, if it turns out the PSU if fine your next option is to RMA the graphics card, however I'm fairly sure its the PSU given the further information provided.
 
Reading up furmark isn't as bad as I first thought it was, I usually use OCCT which is the most demanding. Both those PSU's are highly regarded so should be fine. If you do get a chance to you can try running furmark again, at 1080p full screen with 0x MSSA you should be getting over 100 FPS
 
I'm getting 118/19fps steady. Downloaded OCCT but haven't ran it yet, bit complicated. I also downloaded 3DMark from steam I had from a sale and ran that too. Card temperature went up to 75'C with 275W consumption and no shutdown.
