Question PC starts and stops repeatedly ?

So I had built this PC around 5 years ago, and for the past year, it had been collecting dust in my storage. I decided to use it again, and started it, it did boot up once, and I installed a GPU I bought from ebay but it didn't boot after that. I even removed the GPU and tried, but it won't boot. It always starts, the fans start spinning and withing 2 to 3 seconds it shuts down, and tries to start again, this cycle keeps going on forever. I disassembled the whole thing to clean the dust and put it together, this time with a different case I had lying around. Same issue. First I thought it might be the ram, I bought another 8 gb stick and tried, didn't work. Then I read online it might be the Power supply, and since the EVGA GTX 760 I had installed might be a little too much for a 500W PSU, so I bought a 600W one and it still has the same issue.
I am now thinking it might be the motherboard or the Processor, but I am not sure. Both of them are expensive parts, so I want to be sure which part is not working to buy a replacement, any ideas what might be wrong here?

Specs:
CPU: i5 8400
Motherboard: Gigabyte B360M DS3H
Ram: 8GB Patriot Viper
SSD: 256gb Samsung SATA
HDD: WD 1TB
GPU: EVGA GTX 760
Old PSU: 500W Cooler Master lite (4 years old)
New PSU: 600W Thermaltake 80 Plus certified (brand new)
Case: Cooler Master Q300L

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Those numbers are advertised wattage of the PSU. What are the make and models of the units?
