Question PC stuck on motherboard splash screen, can't enter BIOS menu ?

This issue started after I had swapped my GPU after the old one fried. Computer turns on, shows attached drives for a millisecond, and goes into the MB splash screen with no way to proceed.

So far I have tried removing the SSDs, putting them in different slots, didn't help. I also re-seated the RAM, no luck. I reset the BIOS by taking out the CMOS battery and holding the power button, no help there.

I am beginning to worry this is hardware related, I really don't have the kinda money to spend 300 - 400€ on a new MB + CPU.

I went from a Radeon VII that got fried, to an Intel Arc B580

Motherboard is an Asus Prime Z370-P II.
I can't remember what CPU I am running, but it is ooooooold and slow.
 
When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

That doesn't help us. Take the cooler off the CPU's mount and use isopropyl alcohol to remove the thermal paste and read off the IHS for the CPU.
