Question Pc stuttering at random times.

So after building my pc up from the start with most of my parts first hand and my GPU second hand, about 1 year old when I bought it. everything seems to be well with no issues at the start but lately Im getting random PC stuttering.

How the stuttering works is it would normally start when I boot up windows and it would stutter for a while till all the programs load up and I have to close them all, I have to wait some time like 2 minutes after boot up and the stuttering will stop, then I noticed it would start to stutter again when opening spotify or certain programs.

Most importantly the stuttering would happens as well when gaming, it would stutter for like 5 seconds and then just go away for some time, the worst part is sometimes when gaming the stuttering would come and just not stop and all, it would keep stuttering so bad that I would need to close the game and wait on the desktop for a while until the stuttering stops and then have to play again.

it's really annoying and can really not figure out what it is, I tried removing some internal harddrives and just keep SSD plugged in, but it's still happening, I've checked all my temps when this is happening and everything is basically running at idle temps which is below 50 degrees but still this persists,

I would really like help here as I can't figure out at all what the issue could be, I've googled everywhere and cant find a thing

For starters, I'd start Task Manager and look at the Services tab. You could have a lot of things starting up that could be responsible. You can disable any of these except your antivirus software.
