Question PC stuttering for a split sec in random moments

So my PC keeps stuttering in random moments for a very split sec but it's really annoying and it stutters the sound too. It happens in idle and while gaming. I always play games on Borderless and when I alt tab sometimes it happens too. I reinstalled windows 10 and checked for malware and virus but nothing. I even reinstalled the gpu drivers but nothing. My specs are decent so idk whats wrong. I have a ryzen 7 2700 and a RTX 3060 with windows installed in a M.2 SSD. Please help.

Then that is your problem right there HDMI does not transfer fast enough put the displayport cable in and it will all work how its supposed too.

are you sure its a cable thing? it didnt happen before. although when I touch the cable a bit it loses connection so i think it might be broken
