Question pc stuttering.

to everyone, friends! I decided to write to you about my computer problem, which I have been trying to deal with for over a year.
In my general installation:

Windows 10 pro, 20h2
Mobo: Asus rog strix b365 -f.
processor: i7 9700f
RAM: decisive 8x2, 2666 MHz.
GPU: 1060 6 ГБ Jetstream.
Power supply unit - be quiet system power 9 600wt.
Cooling - be quiet dark rock pro 4.

I have a strong stutter in almost all games. This is especially noticeable in Genshin, Fortnite I have temperatures normal, power supply processes all lines. I will be glad of any advice, any possible solutions! I apologize for my English, I come from Belarus!

I can record gameplay with msi afterburner if necessary.

I have exactly same problem, and i switched my RAM, GPU, CPU non of it helped. In msi afterburner i started monitor what my components doing when stutter happend, and when stutter happend gpu usage, clock, cpu usage, all temps runs fine. But my GPU power drop from 60% to 35% during this stutter. Test this same thing on your PC.

Я попытался контролировать это через MA, и все, что я увидел, это уменьшение нагрузки на видеокарту до 60-70%.
