Question pc stutters/lags for no reason at random

Hi all,

around 1 1/2 weeks ago i started having some issues loading into some links but i passed it off as some spotty internet, but after talking back and forth with my isp they kept on saying that the issue was my actual PC and not my new router or Ont box.
the only place where my issue persist is on this PC (wired), i have 2 other pc's (wired) and 2 other pc's (wireless) and yet they haven't had any visible issue on the internet yet. so far to fix the troubleshooting i have
-completely dusted off every fan and cleared the aio radiator
-reset windows 10
-reseated ram
here are some images of what websites show (i do have videos but dont know how to embed them on this site)

Specs:
- ryzen 7 5800x
-32 gb ddr4 4000mhz (currently running at 2133 trying docp doesn't work and just crashes)
-Gigabyte rtx 2070
-asus rog strix b450-f gaming 2
-2tb 970 evo

Have you tried alternate ethernet cables and/or ports on your router?

When did you last check this system for malware?
Hi, I did try other cables and 2 other ports on the router to no change. I did a malware check on malwarebytes 6 days ago (before reset) and then 5 days ago (after reset)

DLOT asked a good question, what make/model is your PSU?

Does this system have any other performance issues, like when gaming or benchmarking?

This could also be caused by a defective on-board network adapter. Installing a dedicated/stand alone NIC into an open PCIe slot may be a fix.

hi, apologies for being late,
my PSU is a corsair sf600 80+ platinum
edit:good timing! i just had an issue during games where everything would freeze and i would have to force shutdown and restart.

hi all,
would like to give small updates
i found out the freezes would turn into a blue screen later on with a dpc watchdog violation, i reinstalled my gpu drivers and my ide ata controller drivers to no fix, ive also had some games just randomly black out and have an error asking to reinstall my graphics drivers, which i did again.

i checked event viewer for one of the first freezes and all it shows was "The bugcheck was 0x00000133 (0x0000000000000000, 0x0000000000000501, 0x0000000000000500, 0xfffff805568fb320" which led me to say that its an issue with the ethernet driver (?) which i cant seem to find how to solve.
