Question PC sudden loss of power, failure to boot with fan kept turning on and off.

I was using my PC like normal when suddenly it lost power. I went to go and turn it back on but to my surprised it failed to boot, with symptoms:
-Fan speeding to full speed then turned off( repeated indefinitely unless cut from power source)
- Sudden flash of CPU LED on the motherboard (along side with the fan)
-Case’s power button unresponsive

Here is what I’ve tried to diagnose the problem:
-Re-slot RAM
-Re-slot SSDs
-Remove all USB peripherals
-Paperclip test the PSU
-Check if there is any blown capacitors
-Re-slot GPU*
*After I removed the GPU (which at the time I was using with a PCIE cable extension), the PC booted, I tried to reinstall it and my PC was happily running again.
Unfortunately after 2 hours it all happened again, I suspect that the PCIE cable was at fault so I removed it and my PC was up and running again…for 5 minutes.
My PC is now in a crisis of eternal power cycling and I ran out of ideas what might be wrong with it.
