PC takes forever to boot

About an hour ago my house had a power outage, few minutes later the power's back on and I pressed the power button on my PC. An hour later it's still sitting on a blackscreen, I can see the fans spinning and the GPU led is on as well... It's been happening for a few months now, everytime I shut my PC down it takes ages to post, but after posting it boots up very quickly since my boot drive is an SSD. When the computer finally reaches the boot screen, it starts detecting my hard drives... (It's like a blackscreen with a bunch of white texts) I'm suspecting something's wrong with my motherboard/bios?

i7 4770k
Hd7770
Asrock Z77e-itx
16gb vengeance pro
Sandisk 120g ssd (boot)
2x 2tb WD green
 
I'm guessing it's a faulty hardware or cable. Remove every SATA device except the SSD and boot your PC. If everything's good then connect your 1st HDD and check and do the same with the other one. I'm pretty sure it's the Optical drive so check it first and then continue to check the others.
 
Maybe I misunderstood. Here's what I understand after reading; your PC has an SSD as a boot drive and boots quickly after the POST screen but hangs on for a long time just after the BIOS screen and before the windows loading screen? If this is the case, then you may try the above solution, if not, please clarify.
 
Well most of em are correct but my PC hangs before the BIOS not after. Like I turn my computer on, nothing happens, monitors doesn't detect any signal until an hour later where my PC finally boots and start detecting the hard drives, I did what u told me to do, nothing happened, still the exact same thing.
