I just installed two new parts into my desktop; the AMD Ryzen 5 4500 and the ASRock B450M Pro4 R2.0 motherboard. When I turned the PC on to test them out, it shuts off and turns back on repeatedly. I didn't have any problems when I had the Gigabyte A520M S2H Micro ATX AM4 Motherboard installed in my desktop. Do I have to get a Ryzen 5 5000 or higher or upgrade my video card to start it up?

Here are the components inside my build desktop.

CPU
AMD Ryzen 5 4500 3.6 GHz 6-Core Processor

Motherboard
ASRock B450M PRO4 R2.0 Micro ATX AM4 Motherboard

Memory
Silicon Power XPOWER Turbine 16 GB (2 x 8 GB) DDR4-3200 CL16 Memory

Storage
Hitachi Ultrastar 2 TB 3.5" 7200 RPM Internal Hard Drive

Video Card
MSI GT 710 2GD3 LP GeForce GT 710 2 GB Video Card

Case
Zalman S3 ATX Mid Tower Case

Power Supply
EVGA 500 W1 500 W 80+ Certified ATX Power Supply

Did you update BIOS version ?

That CPU is compatible with that MB since BIOS version P5.0 and up

You will need to acquire an earlier Ryzen to do that. Even an R3 1200 would do. Important thing is to be able to enter BIOS to flash it, since that MB has no other way like some.
I still have the Ryzen 3 3600G. I have it installed but it still doesn't start up. It does the same thing, runs for 20 seconds then shuts off and starts up repeatedly.

That one should run with even first BIOS version. Is that MB new ? Have you tried 3600G without dedicated GPU but from MB as it has IGPU ? Improperly installed RAM can also pose same problem, try with one stick in various places. Between any changes, reset CMOS/BIOS.
