PC turns on and off then on again in a loop when i power up my computer.

When I turn on my PC its powers up and the fans spin in the case and on the GPU but then turns off then turns on again, it happens sometimes but once it was stuck in a loop for a couple of minuets just on and off again. I also get no signal on my monitor when this happens too. It is inconsistent when it happens so I don't know what the issue is.

PC Specs
CPU: Intel Core i7 7700K
GPU: EVGA Super Clocked 2.0 GTX 980 Ti
MOBO: Gigabyte Gaming K3 Z170 ATX
Power Supply: Coolermaster G650M
RAM: Crucial DDR4 16GB kit

UPDATE!!!
I found the solution to this I boot up my PC then using my laptop I installed older BIOS drivers and once there were installed it booted right up into windows :)

Canned Grounding Rant-
shut down system and remove side panel. with the power cable plugged into the PSU touch a bare unpainted metal area of the case. (my favorite spot is an unpainted screw securing the PSU) once you have grounded yourself you can unplug the computers power cable from the PSU and can touch the system.
if you move your feet, or shuffle in your chair, plug in the cord, reground yourself and unplug again.

the system is not POSTing? (Power On Self Test)
no POST limits it to 4 things. CPU, motherboard, RAM or PSU.
Remove and reseat the RAM in the slots and try again. remove a stick and try with a single stick.
if you can try the PSU on a different system?
is the speaker connected to the motherboard?

The diagnostic speaker is the motherboards main diag feedback device.
the motherboard may be telling you where the problem is.

I use lamp wire but any stranded wire will do. literally any stranded wires. strip one end like so

attach the stripped end into the speaker spring clips on the speaker.
the other end of the wire should be trimmed like so the semi strip

by doing a semi strip the wire case is now the socket.
plug one wire to the first pin, and the second onto the fourth pin.
power on the system and listen for beeps
