Question PC turns on and then off immediately after suddenly shutting down ?

I bought a secondhand GPU RTX 3070 Zotac and a brand new powersupply which is 1stplayer dk steampunk 80+ silver 650w. At first I installed the gpu it was working fine and then it just suddenly turned off and won't turn on after. It would just turn on very quickly then off immediately. When I remove the gpu though the whole pc turns on. I'm gonna try to get the gpu checked tommorow at a shop. So is my gpu shorted, dead or my PSU can't handle the 3070 even though the minimum is 650 ?

My specs are
CPU: RYZEN 5 5600
GPU: ZOTAC RTX 3070 8GB
MOTHERBOARD: BIOSTAR A320MH
PSU: 1STPLAYER STEAMPUNK 80+ SILVER 650 WATTS WHITE VER.
RAM : 2X8 CRUCIAL 8GB DDR4 2666 MHZ

How old is the PSU in your build?

You mentioned an RTX3070 up top but an RTX 2070 in the lower specs list, which one is it? if you did a generational upgrade, did you use DDU to remove all GPU drivers prior to dropping in the RTX3070 in? If you did, you should manually reinstall the latest GPU driver sourced from Nvidia's support site in an elevated command, i.e, Right click installer>Run as Administrator.

My bad, i edited it out. It's an RTX 3070.
Yes I used ddu to clear my drivers and installed the nvidis drivers. i managed to play a few games and then i closed a game and it just suddenly turned off. My PSU is still new, less than week old.
