Hello, i would like to first apologise if this isnt the correct category or uses wrong words to describe it and if this post ends up being long ,for this kind of problem i am kind of edge atm so i didnt really look carefully on all the categories.

That said

Ive recently had the decition of upgrading my gpu and psu, i had a base 1660 and a 500w unbranded psu (my pc was a prebuilt only due to my tight budget at the time)

Ive bought a zotac 3060ti and bequiet purepower 650w, i took out my old psu and realising my new one wont fit by a little bit so i decided to run it outside till i got a new case, ive plugged in both my new gpu and psu and went to test it but,

As the tittle states it turns on, no video output fans running, i then put in the old gpu and psu only for the same problem to happen, after reading for about 2 hours through the internet it was suggested that i try out swapping the ram to another slot or trying out new ones or reseting the cmos battery
Tried reseting cmos, nothing same outcome

Today i got new ram and still the same problem.

Im not that much of a pro when it comes to pc parts, however i think that only leaves me with my mobo and cpu, i know about pc speakers however my case has none as i see nothing connected to the speaker pins

I would like to know if there is a way to quickly, or at least without ordering a pc speaker detirmine whether its my cpu or my mobo or even any other part that im not aware of,

I dont mind buying a new mobo and case but cpu is quite bit more expencive and if its both then well, i might need to post pone it a bit

I am running a:
Ryzen 5 5600x
ASUS b450m-k
Atm 1 stick of 8gb vengance lxm
And my old 1660 gpu connected to my monitor via a display port cable

If you need any more info or context il gladly give any needed

Thank you to whoever ends up responding

You mentioned in your post that you looked online and it said to try different RAM slots. A while back I was having an issue where if my RAM was in a certain spot my PC wouldn't boot. The issue was that somehow pins on my motherboard bent. I would check your CPU to see if there are any bent pins on it. I also would recommend if you do this to re-apply thermal paste.

Another possibility is that you got a faulty PSU that when powering on fried some components. I would look other your motherboard and GPU for any bits that look like they were burnt.

On the less extreme side, I would check to make sure all the cables are in the correct location.

When you powered on the PC the first time did you hear anything weird and if you have any...
All of this was running fine until the PSU and GPU upgrade?

When upgrading the PSU it's easy to not plug something in tight, or knock something loose. You also have a modular PSU which adds an extra wrinkle. Go over the modular connections and make sure they are tight at the PSU end of things. Read the manual and make sure they are plugged into the correct spot. Go over the cards and anything that plugs into the board and remove and plug them in again. I wouldn't remove the heatsink, but any PCI/e cards and ram sticks I would. Once you've done that, try adding the power plugs. Make sure anything getting power is good.

I did the exact thing you mentioned, i checked all connections heck i even checked youtube on how to connect the modular supply and it was the same as i did, all cables such as 24 pin cable the gpu connection the sata connection and the 8 pin cpu connection are sitting propertly, the card looks like it sits flush too, the ram i reseated now and heard both clicks which is why im at a loss everything turns on and starts spinning but nothing

EDIT: Yes everyhing worked fine before, i entertained the idea that i maybe even shorted something but nothing here looks burnt

Great suggestions, i only have 2 slots available, neither ram slots really look bent nor change the outcome (even when i tried the new ram sticks)

I dont see any burnt or charred so to say parts either, inside of the pins nor outside on the pcb with my eyes at least

The cpu i didnt even touch so tbh i dont know how i could have even bent pins

And yes my pc DOES in fact have an rgb strip on the front the prebuild uses the rog strix g15 i think, when it boots up its like a white line gowing down and then the whole bar glows red
The pc then stays on and i cannot turn it off via the powerbutton only the powersupply
