Question PC upgrade has left me with low FPS and FPS drops, and 20W draw from GPU ?

As mentioned, openhardwaremonitor detects 20W max from my new GPU after upgrading. Cannot get close to 60 fps in any game, and freezes and fps drops in gameplay as well. I have updated the drivers for my mobo and gpu, reinstalled windows on a fresh SSD, tried all new cables within my pc, and more for troubleshooting. Has already been a week since I got my parts and have not been able to test them fully yet. Any help appreciated. Here's the specs.

CPU - Intel Core i7-8700 @ 3.2GHz
Motherboard - Z370 AORUS ULTRA GAMING WIFI-CF
GPU - Nvidia GeForce GTX 4070
Ram - 64GB DDR4 (4x16)
2TB M.2 SSD (w/ os)
256GB SSD
2TB HDD hard drive
Power Supply - Corsair RM750e

Edit : my cpu is at 90°C just running chrome. This is obviously not good could it have to do with cooling? I have 4 working case fans and a cpu cooler and gpu fans are active

What GPU were you on for your platform prior to the upgrade? Did you run DDU to remove all GPU drivers prior to swapping the GPU to the latter one?

BIOS version for your motherboard at this moment of time?

I was running a GTX 1070ti beforehand, and no i did not since i’m on a fresh M.2 SSD with no gpu drivers and as of right now no other drives plugged in. Also for my mobo Im on version 2020.14.0.1600

I don't think 90c is good perhaps time for a little cleaning and some thermal paste.
