I'm trying to figure out why a desktop, which used to connect at around 50mbps through WiFi now only connects around 7mbps and often won't connect without restarting.

I just added a NetGear AC1900 Extender, so signal strength is 100% and not the issue.

Solution
Are you connected on 5GHz? Usually extenders extend the 2.4GHz because 2.4 has longer range but less bandwidth. 5GHz has less range but stronger bandwidth. If you are connected to the extender yes you will have much better signal yes but the speed has decreased because the signal is stretched. Speed will always be slower on the extension compared to directly connected to the routers WiFi.
