PC will not boot. Any help appreciated

PC will not start up and when it does start up 1/25 times it has no beep. The PSU I had in it does the same thing as the original old PSU. Now it will not boot up and it can be audibly heard that the cpu fan is attempting to spin but it stops and starts. Repetitively, comparable to a car not turning over. I have a video recorded, and am more than willing to share that. Tried to separate PSUs, I’m not super experienced in computer repair but I did pick out the graphics card and the psu about a year ago and haven’t had any issues until today. Thanks in advance for any help

Update “newer psu” now does not even attempt to boot up. Also I will be linking everything I have installed into the pc

Try swapping the ram. Different slots, only 1 then the other

Update swapped ram sticks, it now yields the blue recovery page with the “It looks like Windows didn’t load correctly” page. USB Keyboard and mouse are still in-op
