PC will not run select programs? ("hourglass" for 2 sec, then nothing)

Now then, about a week or so ago, I ran into a problem. I try to open up some programs (Star Citizen, Sims 4, Origin, Raptr) and the PC will act like it's launching for a few seconds, then will continue on as if I didn't press anything.
I've uninstalled and reinstalled Origin to test out if that would solve anything. It didn't.
I went to the actual file location and ran it as admin. Nope.
I uninstalled the programs i've installed since then that I remember, just in case that may be causing the issue. Nothing.
I went to the firewall and changed the firewall to allow them in both private and public networks. Still nothing.

It's become an annoyance to the point where I'm now at a loss. I'm sure there are other programs that I can no longer launch that I haven't tried yet.

I have a feeling it's a driver issue, but I'm not sure. My GPU manager seems to be acting strange as well. If there is anything you can find, please don't hesitate to tell me.
